About Regalcare

RegalCare operates a chain of approximately nine skilled-nursing facilities across Massachusetts. This affiliation is confirmed by CMS and ProPublica analysis identifying nine facilities linked to the 'RegalCare' network in Massachusetts.

Originally, RegalCare Management began operations in Massachusetts in December 2017 with acquisition and operation of three SNFs (Maplewood, Twin Oaks, Saugus), until those were sold in April 2021. In March 2021, RegalCare Management 2.0, LLC was established and later took over operation of seven Massachusetts facilities: Greenfield, Harwich, Holyoke, Lowell, Quincy, Taunton, and Worcester from December 2021 onwards.

The operating entity, RegalCare Management 2.0, LLC, is a foreign-limited-liability company registered in Delaware, with its principal and mailing address in Edison, New Jersey, and Eli Mirlis listed as manager (MGR). According to the U.S. Department of Justice, the broader corporate group includes RegalCare Management Group, LLC and RegalCare Management 2.0, LLC, owned by Eliyahu Mirlis and with an executive Hector Caraballo, along with contracted consultant Stern Therapy Consultants.

The chain currently manages nine facilities statewide, including in Greenfield, Harwich, Holyoke, Lowell, Quincy, Taunton, Worcester, and previously others. These are all located in Massachusetts.

The U.S. Attorney’s Office and Massachusetts Attorney General filed a joint complaint under federal and state False Claims Acts, alleging that RegalCare’s management and executives, along with therapy consultant Stern, submitted fraudulent claims to Medicare and Medicaid for medically unnecessary services between 2017 and 2023. The complaint alleges that facilities across Massachusetts and Connecticut were involved, including Lowell, Quincy, Taunton, and others.
