About Chambers County Public Hospital District No. 1
Chambers County Public Hospital District No. 1 (often “the District”) originated in the early 1980s when local citizens formed a “Save Our Hospital” committee to preserve their community hospital. The district was formally established through Texas State Legislature bill 44940 following an election on June 8, 1985, and became effective October 1, 1985.
As a hospital district—a political subdivision of the State of Texas governed under Chapter 286 of the Texas Health & Safety Code—the District is governed by a publicly elected five-member at-large board, with staggered four-year terms and elections every two years.
The District operates a critical access hospital (Bayside Community Hospital) and multiple Federally Qualified Health Center (FQHC) primary-care clinics, including Bayside Clinic, West Chambers Medical Center, Dayton Medical Center, plus school-based health centers and a mobile unit; it also runs a Wellness Center at Bayside.
In addition to its hospital and clinic operations, the District exerts operational or managerial control over several skilled-nursing facilities in Texas. NursingHomeDatabase lists eight such facilities: Focused Care at Burnet Bay, Clarksville, Orange, Linden, Pasadena, Summer Place; Regency Village; and Will-O-Bell.
CMS data referenced by ProPublica shows the District is affiliated with six facilities in Texas as of May 2026, reporting elevated average serious deficiencies and nurse turnover compared to national averages.
